Both are computed from official government data that is published but not analysed. EPRA gazettes prices for 223 towns; nobody works out what each pays over Mombasa. The Ministry of Agriculture publishes wholesale and retail side by side; nobody publishes the gap.

Every litre of Kenya’s fuel lands at Mombasa. Everything a town pays above the Mombasa price is the cost of getting it there. This cycle, petrol in Mombasa is KSh 210.87, and the gap between the cheapest and dearest of 223 towns is KSh 23.9 a litre.

Method. EPRA gazettes a maximum retail price for each town monthly, effective the 15th. The premium is that price minus the Mombasa price for the same product and cycle. Mombasa is used as the baseline because it is the port of entry. Towns with no gazetted price for a product are excluded rather than estimated.
The Ministry of Agriculture records wholesale and retail prices in the same market on the same day. The gap between them is the trader’s margin, and it runs wider than most buyers assume — across 43 markets in 13 counties.

Method. From KAMIS daily market returns, using only rows where wholesale and retail were both recorded for the same commodity in the same market on the same day, priced per kilogramme. Rows with a wholesale price under KSh 1 or a markup above 200% are excluded as data-entry errors — KAMIS contains a small number of them, and publishing a 2,999,900% markup would be worse than publishing nothing.
Both are public records republished under the Access to Information Act 2016. Beifiti adds the computation, not the underlying figures.
